Encroachments - Episode One

Wellington is a hilly place - it's part of its charm - but it doesn't lend itself to nice neat sections. Houses wind up and down steep slopes leaving behind a trail of embankments creeping in between roads and paths and people's gardens. One way or another those odd bits of land that are no good to anybody have come to belong to the Wellington City Council. No that's not quite true.. They do have a value.
